The city of Grafton, WV is structured and operates under the City Manager form of government with the Mayor-Council Plan specified in West Virginia Code.
- The City Manager is the chief administrative officer of the municipal government who carries out policy set by Council and administers city programs. All department heads are hired by and are responsible to the City Manager.
- The City Attorney provides legal assistance and opinions to the Council, Town Manager, and other town departments.
- The Finance Director is responsible for the proper collection and disbursement of all Town funds, cash and debt management, and accounting and reporting of financial information.
- The City Clerk is responsible for preparing and maintaining the official records of the city, including Bluemont Cemetery.
Grafton City Council meets the 1st and 3rd Tuesday of each month. On the first Tuesday, the meeting is held at 1:00 p.m. On the second Tuesday, the meeting is held at 6:30 p.m. All meetings are held in the City of Grafton Municipal Complex (1 W. Main Street) in Historic Downtown Grafton. Meeting dates and times are subject to change. Check the local Mountain Statesman for agendas. Meeting agendas are also available prior to the meeting in the City Clerk’s Office and posted on the front door of City Hall and the City of Grafton Council Chambers for your convenience.
