Grafton City Council upcoming Election
Election Date: May 12th, 2026
Grafton City Wards
First Ward - Fetterman Area:
1. All the area in the Fetterman section of Grafton, West of St. Mary's Street and continuing onto the upper side of West Main Street where West Main Street intersects at Ethel Street; then continuing west of Ethel Street, intersecting Knotts Avenue and continuing to Rock Street, then continuing west on Rock Street, onto US Route 50 and ending at the west of Warder Road (Lucas Dairy Road) at the Church of the Good Shepard United Methodist.
Second Ward - Downtown/area adjacent to Bluemont Cemetery/South Side/Lucretia:
1. All of the South Side section of Grafton, north of the Tygart River
2. All of the Lucretia section of Grafton; and
3. All downtown area east of St. Mary's Street and continuing the lower side of West Main Street where West Main Street intersects at Ethel Street; then continuing east of Ethel Street, intersecting Knotts Avenue and continuing to Rock Street, then continuing east of Rock Street, onto US Route 50, and ending at the east of Warder Road (Lucas Dairy Road) at the Church of the Good Shepard United Methodist; and continuing and containing all the area south of US Route 50, the area of Grafton north of Bluemont Cemetery and the East End area of Grafton.
Third Ward - Blueville - Brownlow area:
1. All of the Blueville - Brownlow section of Grafton north of US Route 50 and continuing, and including the Walmart Superstore property, to the Grafton municipal lines at US Route 119 north of Grafton.
Fourth Ward - West Side:
1. All of the West Side section of Grafton, south of the Tygart River
A map(s) of said wards shall be attached to any ordinance defining ward boundaries and the same will be maintained in the office of the City Clerk. Said map(s) shall be for illustrative purposes only and in the event of any discrepancy between said maps and the geographical definition of the wards written in this section, the written geographical boundaries in this section shall control.
Three (3) City Council seats are up for re-election, four-year terms beginning July 1, 2026, and terms expiring June 30, 2030, as follows:
1. Ward II:

Four (4) year term 07/1/2022 - 6/30/2026
2. Ward III:
Seat currently held by Patricia A. Henderson
Four (4) year term 07/1/2022 - 6/30/2026
3. Ward IV:
Seat currently held by Larry M. Richman
Four (4) year term 07/01/2022 - 6/30/2026
In accordance with 1985 Grafton City Charter, amended by Ordinance No. 740 (December 6, 2005), the election will be held on Tuesday, May 12, 2026, as part of the West Virginia State Primary Election
The filing period begins on Monday, January 12, 2026, and continues through
Saturday January 31, 2026.
Certificates of candidacy may be picked up from the City Clerk Robert Bolyard (304-265-6805) on or after January 12, 2026. The filing fee is $25.00 and should always be made payable to the City of Grafton.
Grafton Monster Festival
Event Date: Sat. June 13th, 2026
The Grafton Monster Festival is an annual celebration held in the City of Grafton that honors a strange local legend known as the Grafton Monster. The story began in 1964 when a newspaper reporter named Robert Cockrell claimed he saw a large, pale creature near the Tygart Valley River late at night. According to his description, the creature stood about seven to nine feet tall, had a bulky body, appeared to have no visible head, and made a strange whistling sound. Although no physical evidence of the creature has ever been found, the sighting became a well-known piece of West Virginia folklore. To celebrate this unusual legend, Grafton hosts the Grafton Monster Festival each year, usually in mid-June in the downtown area. The festival brings together locals and visitors for a variety of activities such as crafts and food vendors, monster themed merchandise, costume contests, guest speakers discussing paranormal topics and cryptids, live music, and family friendly entertainment. Inspired by the mystery and fun surrounding the legend, the festival has become a unique community event that both celebrates local culture and introduces newcomers to one of West Virginia's most intriguing monster stories.
